澎湖四面環海，一直以來，「漁業」都是許多島上居民賴以維生的經濟支柱，然而，漁業是項「高耗體能、高風險」的產業，近年從業人口有將「降低」及「老年化」的趨勢，因而伴隨著另一產業的興起－那便是「外籍漁工」的引進。這些漁工多半來自東南亞各國，因此，每當我們來到馬公市的漁港邊，就好像來到了小型「東協」。
